Policy Statement

Title VI of the Civil Rights Act and related non-discrimination authorities require that, "no person in the United States shall, on the basis of race, color, national origin, sex, age, disability, low-income, or Limited English Proficiency (LEP), be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any licensing program or activity receiving federal financial assistance." DMV gives notice to the public of its acceptance of this federal non-discrimination language.

Title VI Program Coordinator

New York State DMV has designated a Title VI Program Coordinator. General responsibilities of the Title VI Program Coordinator include, but are not limited to:

  • implementing New York State's DMV Title VI Program plan;
  • developing processes and procedures for the investigation of complaints filed under the Title VI Program;
  • developing and implementing New York State DMV’s Language Access Plan;
  • coordinating Title VI Program development with program directors, district and division managers;
  • providing technical assistance, guidance, and advice on the Title VI Program;
  • establishing procedures for processing Title VI Program reviews;
  • preparing required reports;
  • participating in the design, development, and dissemination of Title VI Program information to the public; and
  • annually updating New York State DMV’s Title VI Plan.

Complaint Procedure

Who can file a complaint?

Members of the public must file a signed, written complaint within 180 days from the date of the alleged discrimination violation.


Where do I find information on filing a complaint?

Information about filing a complaint along with the complaint form is available by downloading the Title VI Complaint Form (PDF) (MV-VI).


Where do I send the complaint?

Discrimination complaints must be in writing, signed by the complainant or their representative, and must include the complainant's name, address, and daytime telephone number. The completed complaint form can be mailed to:

What are the notification time frames?

Once the complaint is received, you will be notified in writing, within 10 business days of its receipt.
